Disruption Series (4 of 8) - When One Disruption Leads to Another: Understanding Cascading Disruption

We often think about disruption as a single event.

  • A bushfire.

  • A cyber attack.

  • A flood.

  • A prolonged power outage.

These events appear to have a clear beginning and end. But in reality, disruption rarely remains isolated.

Instead, it often spreads through interconnected systems, creating additional disruptions that may ultimately have greater consequences than the original event.

This is known as cascading disruption.

Understanding these cascading effects is becoming increasingly important as organisations and communities become more connected and more dependent on one another.

One event can create many consequences

Imagine a prolonged heatwave.

  • Initially, it appears to be an environmental event.

  • But as temperatures rise, electricity demand increases.

  • The electricity network comes under pressure.

  • Some areas experience power outages.

Without power:

  • telecommunications may be disrupted

  • traffic signals may stop working

  • refrigeration may fail

  • businesses may close temporarily

  • health services experience increased demand

  • vulnerable residents become more exposed

  • transport services may be affected

The original disruption has not changed. But its consequences have spread through multiple systems.

The challenge is no longer simply managing a heatwave. It is managing everything the heatwave affects.

Every system depends on other systems

Modern communities rely on countless interconnected services.

  • Health services depend on electricity.

  • Electricity relies on communications.

  • Communications rely on digital infrastructure.

  • Supply chains rely on transport.

  • Emergency services rely on fuel, roads, information systems and staffing.

Rarely does one system operate independently. This means that disruption affecting one part of the system can quickly influence many others.

Sometimes these connections are obvious. Sometimes they only become visible during disruption.

Communities experience the whole system

This is one of the reasons I often say:

Communities experience the whole system. Organisations often experience only part of it.

  • A council may experience disruptions to local roads.

  • A health service may experience increased patient demand.

  • A community organisation may receive more requests for support.

  • A supermarket may struggle to restock essential goods.

Each organisation sees only part of what is happening. Communities experience all of these impacts simultaneously.

This broader perspective is important because preparedness increasingly depends on understanding how these different experiences connect.

Cascading disruption isn't limited to emergencies

The same pattern can be seen in many different situations.

  • A cyber attack may interrupt payment systems.

  • Businesses are unable to trade.

  • Residents cannot access services.

  • Council systems become unavailable.

  • Community confidence declines.

  • A workforce shortage may reduce service delivery.

  • Waiting times increase.

  • Staff experience higher workloads.

  • Burnout increases.

  • Further workforce shortages follow.

  • A disruption to global shipping may delay critical supplies.

  • Construction slows.

  • Costs increase.

  • Projects are postponed.

  • Community expectations shift.

In each case, the initial disruption triggers a series of secondary consequences.

Why cascading disruption matters

Traditional preparedness often focuses on the original event. But organisations increasingly need to understand what happens next. Questions such as:

  • What other systems depend on ours?

  • What do we depend upon?

  • What might happen if one service becomes unavailable?

  • How would our disruption affect other organisations?

  • Which communities would experience the greatest consequences?

These questions shift preparedness away from isolated planning and towards systems thinking.

Seeing connections before disruption occurs

One of the benefits of systems mapping and collaborative workshops is that they help organisations identify these connections before they are tested. When organisations work together, they often discover dependencies that had previously remained invisible. For example:

  • A council may not realise how dependent local community organisations are on council facilities.

  • A community health service may identify critical reliance on telecommunications.

  • A library may recognise its role as an information hub during prolonged disruptions.

  • Housing providers may better understand how vulnerable residents rely on multiple external services.

These insights strengthen preparedness because they emerge before disruption occurs.

We cannot prevent every cascade

Not every cascading disruption can be prevented. Complex systems are, by their nature, interconnected. Unexpected consequences will continue to emerge.

Preparedness therefore is not simply about eliminating every vulnerability. It is about developing the understanding, relationships and decision-making needed to respond as situations evolve.

From cascading disruption to interdependence

Cascading disruption highlights an important reality. No organisation operates alone. Every organisation relies on other organisations, services and systems to achieve its objectives. Likewise, many other organisations rely on it.

Understanding these interdependencies is one of the foundations of preparedness. Because organisations do not simply prepare for disruption. They prepare within systems of relationships, dependencies and shared responsibilities.
